What don't you know?

Suppose you found this inside one of your kid's toys, hooked up to the batteries?

This is just one of many interesting electronic devices I have come across over the decades. What is it?  Is it a cause for concern? Here is another one:

What if you found this in a box on the side of your house marked "phone company property"? Or half buried in a dark-colored Plano box on your property line? What is it?  Is it a cause for concern?

Chances are, especially if you are a communications newbie, you don't even  know what you don't know when it comes to stuff like that.  How would you learn how to answer those questions on your own?  How can you figure out what you don't know?
